Institutional and emergent improvisation in response to disasters in Slovenia

The purpose of the paper is to check level institutional and emergent improvisation during recent disaster responses in Slovenia. main data source a research project on formation comprehensive Incident Command System within Slovenian response system. Triangulation methods included analysis selected secondary sources scoping study improvisation, cases country, comparison improvisation-related experiences. Findings suggest organisations adopted different ways activate their forces, changed procedures how they covered costs, established new management coordination structures, revised existing operational modes communication channels. improvised solutions ranged from minor adaptations establishment structures. Emergent actors provided help most affected people, labour, logistical, support. They emerged both communities outside them.
